HIPAA training should be designed to reduce the potential exposure of patient protected health information (PHI). This training is required for “each new member of the workforce within a reasonable period of time after the person joins the Covered Entity’s (healthcare) workforce. This is interpreted as requiring training within the first few days of being hired.
Training is necessary for members of the workforce to carry out their duties. Healthcare staff and business associates should “implement a security awareness and training program for all members of the workforce” (HIPAA Security Rule). According to this rule, HIPAA training is required “periodically”, which is interpreted as annually.
If there is a data breach of patient PHI, and an investigation finds that there has not been appropriate training for the staff, then that could result in a substantial fine.
One of the most important steps to onboarding a new employee is the site tour. This tour should not only orient the employee to the facility but also point out potential hazards and controls that minimize those hazards. For example, the sterilization area poses potential contamination and sharps injury hazards. This area should be set up with detailed procedures to minimize the risk of cross-contamination or a sharps injury. A new employee should be shown where hazard prevention and clean up devices are located including sharps containers, biohazard receptacles, and the spill kit.
